The author concludes there are two primary reasons to cause the current living situation of migrants; on one side, the self-generated issue of migrant farm workers. In general, their education and culture background hiders they from integrated into social mainstream and they can only congregate on the peripheral of the city. At the same time, their incomes are usually lower, insufficient to improve living standards. The other reason for the migrants hard to integrate is the society; all along they have been limited by the household-registration-system and the biases of city people toward farmers; this has" prohibited migrant farm worker to be quickly merged with the major-social stream.Built upon the’analysis of solutions to low-income-housing issues, domestic or foreign, and the collecting and organizing many national policies to resolve low-income family housing; the author proposes some possible solutions. This author believes that the government should expand the improvement on the commerce and gathering areas for migrant workers and each region should include migrant farm works in the guarantee low-rent housing as soon as possible.
