Since the late1990s, with the government’s policy on real estate industry,Chinese real estate industry developed rapidly.In terms of the structure of the nationaleconomy, real estate industry is in a very important position and contributes more andmore to the whole national economy.However, another fact is that chinese real estatemarket competition is changing from the traditionally product marketing competition,financial strength, resources possession competition to comprehensive qualitycompetition, and the core of the comprehensive quality competition is talentcompetition.Every enterprise has its own core competitiveness, and human resourceshas been regarded as the source of it.therefore,human resources has been called "thefirst resource" in its field.Management guru Drucker once said:"the essence ofmanagement is to encourage people to work.” if a enterprise wants to improve marketcompetitiveness, the optimization and improvement of its inner performancemanagement system must be valued. Applying balanced scorecard this strategicenforcement tools to the construction of enterprise performance system meets therealistic needs and age characteristics, which benifit the enterprises to establisheffective personnel training mechanism and has important theoretical significance aswell.The article will summarize related theories of the development of performancemanagement at first, and points out the deficiency which existing in traditionalperformance evaluation system by comparing with the balanced scorecard.On the basisof relevant theories,the paper analyzes the performance evaluation, organization,andoperation status of WSJ company. In the process, the company’s information collectionis mainly through on-the-spot investigation, questionnaire survey and face to faceinterview. Problems was found in its current performance evaluation, and artical will points out that the causes of these problem.Then the artical combines normative research and case analysis, and combinequalitative research and quantitative research methods, in which combine with thecompany’s strategic goals and vision, making a clear definition to the goals andprinciples of WSJ company’s performance evaluation and formulate a strategy map aswell.Based on the above principle and target, the paper selects the company’s keyperformance indicators from four dimensions of balanced and gives correspondingweights with scientific analysis. As for indicator design for departments and staffs, thepaper set the Marketing Department as a example.Finally, the artical builds a new performance evaluation system and designssample tables that used in the process of system opretion, so as to guarantee theperformance plan, performance appraisal, performance coaching communication,performance feedback and others work in order. Meanwhile, the article puts forwardsecurity measures for the implementaion of new optimization from four aspects, sothat the new system could completely carry out in WSJ company, and achive the goalof enhancing the level of performance appraisal and improving companycompetitiveness.The purpose of this artical is to establish a set of performance evaluation systemand implementation plan based on balanced scorecard theory, and provide reference forWSJ company in the process of performance management practice in the future.
