Railway passenger transportation has been playing a very important role in China’slong-distance passenger transportation, and the high speed railway is an important indicatormeasuring the modernization of a country’s railway system. The increase of operational speedwill enhance the service of railway passenger transportation enterprises and competitivenessover other means of transportation. High-speed railway, closely related to people’scommuting, is an inevitable need at a certain stage of social and economic development. Butspeed increase of railway is surely involved in many factors such as the transformation ofnewly-built and old railway lines, the improvement of locomotive car technology and thebettering of management and safety etc. The biggest problem, however, is o set theoperational speed and the fare. Not only does the railway operation department confront thechallenges of other means of transportation, but also ensure the security. When setting the fare,the railway operation department has to compromise between huge investment demand(which means that the fare can not be too low) and the market demand (which means that thefare can not be too high), and a fair fare in acceptable range for both sides shall be setthereafter.With the current marketing situation of foreign high-speed railway in mind, this paperfirst analyzes the traditional fare setting method and the relevant factors, coupled with theanalysis of the theoretical calculation for domestic railway operation and current calculationmethod for the existing operating expenses. Then the economic characters of high speedrailway are analyzed, the features of high-speed railway freight transport products aresketched, and the factors influencing existing railway pricing system and the high speedrailway passenger-ticket fare are analyzed. After analysis of the fare as the research object,the transportation cost affected by different of high-speed rail operating speed target value isanalyzed too. Also, this paper analyzes and assesses the different influences caused bydifferent operation speed on the railway line standard, engineering equipment, engineeringinvestment, locomotive and rolling stock investment, depreciation of fixed assets, fixedequipment repair costs, and driving the operation expenses. Then various means oftransportation are analyzed based on Wardrop equilibrium principle; the bi-levelprogramming mode is introduced to the contradiction between in the high-speed railwayoperation enterprises hoping to maximize the benefits and the passengers wanting to minimizethe travel cost, finally differential evolution algorithm is used to solve the function derivedfrom bi-level programming model, and then one effective method is found for makingreasonable operation speed and operation fare.
