Problems And Countermeasures Of Kaifeng Government In Attracting Investment

The investment is an important economic activity in the local government in China, its local economicconstruction has played a strong role in promoting and deeply affect the local economic and socialdevelopment. Currently, some local government investment results are not satisfactory, whichincludes the impact of a variety of complex factors of geography,resources,industrial base, but some localgovernments made different choices in the investment activities arising from the difference in the results isalso worthy of study. For example, some local governments to develop the preferential policy is notattracted to the large-scale, high-quality, high-quality investment projects, and simply to the introduction ofinvestment projects and the abuse of the tax rebate, tax exemptions and other preferential policies, theflooding caused by the industrial park, blind expropriation of land resources, even the violation of theprinciples and purposes of Chinese economic development policy, and greatly hinder the region’s economicand social sustainable development. Study the issue of this series,and explore how to effectively carry outinvestment,better play the positive role of the investment activities of the local government,which has greatsignificance to achieve leapfrog development of local economic and social.Firstly,a comprehensive analysis of the external environment in which local governments to carry outinvestment activities in China,a series of changes in the position and role in the investment work,as well asinvestment activities;summarized Kaifeng to attract foreign investors activities in five areas: investmentawareness and investment work initiatives,investment in terms of effectiveness,investment in basic work，the software and hardware environment of the investment.Furthermore,the author of these five aspects ofthe problem,for example,described the advanced experience of the more successful investment activities oflocal government,summarized these advanced experience to the Kaifeng municipal government investmentrevelation.On this basis,proposed that local governments should do a good job in the investment activitiesof the seven aspects:to further raise awareness,change ideas;establish a scientific selectionmechanism,highlighting attracting large and strong;establish supervision of the diverse investment mechanism,prominent intermediaries,business investment principal position,focusing on industrial chain,industrial clusters Merchants;establish a sound working mechanism,attention to the project the landing andproject packaging;establish an innovative mechanism,pay attention to broaden the investmentfield;establish powerful land intensive and economical use of mechanisms,focusing on investmentprojects;establish and improve the soft investment environment,focus on improving the investmentenvironment.
