As the growth pole of regional economic, national economy important point, the nodule point ofparticipating in the world economic competition, the economic of regional central city obtained rapiddevelopment, various construction achievements are significant. In relation to the whole area and thedevelopment situation of the entire national economic, the transformation of economic growth mode ofcental city plays an important role in the regional and national to speed up the process of transforming thepattern of economic growth. In recent years, regional cental city pay a huge environmental and resourcecost in the course of development, the contradictions of economic development and resources graduallysharp. Through analysis the economic growth power and influence factors of the central city, based on theresearch of regional central city on total factor productivity, this paper provides the reference in order tofurther promote the cental city sustainable, healthy and effective development.Firstly, through researching the total factor productivity change of thirty-five regional central citywhich can be divided into technical progress and technical efficiency from2000to2010using theDEA-Malmquist index method, the author finds that the total factor productivity has grown at an averagerate of3.3%. The improvement of total factor productivity is from technical efficiency and technologyprogress contribution. The contribution of technological progress is larger, with2.7%growth. The growthrate of technical efficiency is only0.5%, the further decomposition of technical efficiency finds that thegrowth rate of scale efficieny is1.2%, pure technical efficiency declined slightly. This shows that the totalfactor productivity change of thirty-five regional central city is mainly based on the improvement of thetechnological change, this is also proved the effect of the technology import and strong technicalinnovations.Secondly, According to the division of Chinese eastern, central and western, this paper analyzesthe total factor productivity of different regional cental city.The total factor productivity index of the regionare both greater than one, which shows the total factor productivity of the region is improved. The TFPimprovement of the western is5.3%, the TFP improvement of the eastern is2.3%. The TFP improvementof the central is1.6%. The TFP improvement of the total region is from technological change, the highestwestern, eastern is the second and the lowest central.The improvement of technical efficiency is not high, the eastern even dropped.Thirdly, from the growth contribution of the total factor productivity of regional central city, theauthor finds that the growth contribution of total factor productivity of shijiazhuang, hohhot, xining,shanghai, urumqi, changchun, tianjin this seven cities is above fifty percent, which shows that the sevencities more depend on total factor productivity contribution to economic growth, the economy is intensivegrowth. The total factor productivity contribution of other central city to economic growth is under fiftypercent, which also shows the economic growth of these cities is more depend on inputs.The total factorproductivity growth to economic growth contribution rate is low, these cities are sill in the traditionalextensive economic growth mode.Finally, based on the study of the human capital, profit distribution pattern, the governmentbehavior, the urbanization level, industrial structure that affect total factor productivity and the author putsforward relevant policy recommendations. The author finds that the important factor to TFP of central cityis human capital. The urbanization level and government spending to TFP of central city have significantrole. Government revenue to TFP of central city is negative, in the distribution of interest governmentrevenue decline. The evolution of industrial structure to TFP of central city also has positive effect.
