PROT Financing Model Based On The Three-dimensional Structure Of The Hall

At present, there are more and more social infrastructure projects in our society, with which has an important role in the development of the national economy. It can guarantee the development of our society sustainably as well. It’s unable to cooperate the society obviously, if only rely on government investment in building infrastructure projects with the development of social economy and public infrastructure operation pressure increasing. Therefore, it is very necessary to attract the majority of powerful social investors to participate in the construction of the public infrastructure projects and operations management actively. Because it cannot only play the important role of private capital, but also make a win-win environment to government, social investors and publics.A project is composed of many decided factors, what affect itself can be completed smoothly. However, the most critical and decisive role is choosing the suitable financing mode and taking project selection will be good together. In addition to the characteristics and advantages of selected project financing mode itself, the specific binding project characteristics is reliable of course.Firstly, this paper analyzes the characteristics, meaning and their applicability of traditional project financing mode (BOT, BT, TOT, PPP financing mode). Secondly, this paper leads to a kind of project financing mode innovation--PROT financing mode, then I analysis the operation mechanism of PROT model. Then, basing on the traditional theory of systems engineering, I expounds the relevant theoretical knowledge of Hall three-dimensional model. With the help of Hall three-dimensional model, I find a relationship towards three-dimensional structure model to integration mode of PROT project financing. Last but not least, I choose the Ziel Orientierte Pro-jekt Planung(ZOPP) to analyze the case of MJT hydropower development issues. In the PROT project I use the logic dimension, professional dimension/knowledge dimension and time dimension in Hall three-dimensional structure model to establish the PROT financing integrated model. In addition to drawing the related conclusion, this model can explore the research of PROT project financing mode for the future, with which can be provided experience for China’s medium-sized hydropower station’s infrastructure construction projects.
