Study On Supporting Measures To Improve Big Department System Reform Of China’s Food Safety Regulation

In recent years, There are lots of problems with China’s food safety,which becomes one of the major livelihood issues after Housing, Medical care and Education. We even lose confidence in food safety because of "Melamine","Poisonous rice"events. We have nothing to eat, someting to eat is not safe, people even ask "what can we eat".The government had spared no effort to solve food safety issues by adjusting policies, enacting laws and reforming the system, but it’s still no change.One of the most fundamental reason is the flaw of multisectoral and segmented food safety regulatory system,which is overlapping and has blind spots.March10,2013The State Council published the scheme of reforming government institutions and transforming government functions according to The Eighteenth National Congress of the CPC and The Second Plenary Session of the Eighteenth Central Committee.It put forward to set up The State Food and Drug Administration which shall conduct unified supervision and management of the food safety regulation throughout the country and integrate the duty of related departments about food production, circulation and consumption.Promoting institution reform, Transforming government functions,Improving administration efficiency and Building the service government is the needs of the times in current situation. It is of great practical significance for Big department system reform of China’s Food Safety Regulation.Based on this understanding, this paper attempts to analyse the unresolved issues of promoting food safety reform from central to local by The Whole Government Theory and The Reinventing Government Theory.In order to improve the present situation,we can perfect food safety standard system, strengthen the food safety testing technology system, improve the food safety laws and regulations, and strengthen food safety information disclosure system,thus to improve the governance of food security.
