The fundamental way to realize the sustainable and stable development of agriculture as well as to ensure the long-term effective supply of agricultural products is to develop agricultural science and technology. During the process of building China’s agricultural science and technology service system, the modern information technology can play a significant role in terms of promoting the comprehensive, coordinated and sustainable development of agriculture. This dissertation mainly studies the Wuhan agricultural technology service system to provide the Wuhan City and even the whole country with the theoretical foundations and building ideas of information agricultural science and technology service system development. Since the reform and opening up, agricultural science and technology has played an important role in the development process Wuhan’s agricultural industry. As the first city in China which established a dispatch system service model of "managing in the district and serving on the street," Wuhan City carried out the agricultural science and technology innovation platform projects to vigorously promote agricultural information service. However, through the investigation of ten rural villages, three agricultural stations as well as one agricultural technology company in Wuhan City, people found that although farmers are in great need of agricultural science and technology, there are still a lot of concerns about the adoption of new agricultural technology which resulted in the low utilization level of the agricultural science and technology. Currently the overall state of agricultural science and technology service work is not satisfactory and the traditional agricultural science and technology service work still needs to be improved.This dissertation draws on relevant theoretical research results through analyzing the agricultural science and technology service system of Wuhan City, Hubei Province. Firstly, the technology services personnel and farmers were comprehensively investigated in the form of questionnaires and all the data were collected and analyzed. And then the impact factors of Wuhan’s agricultural science and technology service system construction were determined through factor analysis method. Through the systematic and comprehensive study of the relevant information and data, the result shows that the existing policy mechanisms, personnel development, technology application and promotion as well as the information technology are the core constraints of existing agricultural technology service system development.Therefore, this dissertation attempts to build a modern information technology-based agricultural technology service system and tries to improve the quality of agricultural science and technology service in Wuhan through information technology and other means. The dissertation discusses the principles of system construction, building goals, the way of operating as well as the contrast between the modern and traditional agricultural technology service systems. In addition, this dissertation also gives suggestions on the new agricultural technology service system construction:increasing the government funding support for the project; applying modern information technology effectively according to the requirements of seeking for practical effect, emphasizing on service, wide coverage, multi-mode and continually integrating resources and co-building information service system to gradually establish and improve the agricultural information service system which can provide farmers and agriculture-related enterprises with timely and effective information technology services; building highly trained and efficient agricultural technology services team through the full development of human resources in rural areas and vigorously building up qualified practical technology personnel team of rural area; promoting the combination of agricultural science and education to establish the metropolitan area agricultural science and technology cooperation and promotion system and accelerate the construction of two types agriculture.
