In2003President Hu put forward scientific development, in which overall regionaldevelopment was clearly put forward. In the17th Party congress report, it’s pointed outthat we should break through the administrative division to build the closely linkedeconomic rim and belt. In the fifth chapter of the "12th Five-Year Plan, optimizing thepattern and promoting coordinated regional development were proposed. However thetrans-regional cooperation of the local government is far from satisfaction. Because ofthe government only focus on individual development without thinking of collectiverationality action, the dilemma of collective action occurs. To increase the possibility ofinter-regional cooperation, we can establish bilateral or multilateral politicalcoordination mechanism, by which the local governments can gain goodcommunication in order to reduce transaction costs.The thesis contains five parts. In the first part, we raise a research problem,analyzethe background and manage to find out the entrance to the problem by using domesticand foreign literature.This thesis is based on the Feiock’s the Institutional collectiveAction and Economic Development Joint Ventures. Furthermore, the paper model (theICA framework) and hypotheses are put forward, so are the research methods andtechnology roadmap.In the second part, we focus on not only the theoretical basis of the thesis(governance of regional cooperation and political coordination mechanism), but also thefour transaction costs relates to the ICA,namely information costs, negotiation costs,monitoring costs, as well as agent costs. Then it is demonstrated about the participants,objectives and means in the regional cooperation.The third part and the fourth are the heart of this thesis. It starts with summarizingand refining three area samples, then analyzing the evolution of the sample areas, andlastly the analysis of the four transaction costs according to political, economic andsocial factors of the model in Chapter. This part provides a full demonstration for thenext chapter in the local government’s strategies of improving political coordinationmechanisms for regional cooperation. The fifth part includes the cross-border governance system of local government inregional cooperation. We elaborate the multi connotation governance means multi-levelgovernance space together with a wide range of governance body according to thesystem. Referring to the theoretical arguments and case analysis the four transactioncosts, information sharing platform construction, supervision, and incentives strategiesare proposed in accordance with multiple connotations governance means.The sixth part is the summary of the full text.
