Study On Social Security Policy Implementation Of Land-displaced Peasants

Land is closely related to country construction and peasant development. In the national modernization process, due to large-scale land acquisition, the number of land-displaced peasants is on the increase. In the lack of basic security, land-displaced peasants are gradually becoming one of the social vulnerable groups. The contradictions between land-displaced peasants and the government, the village cadres, between land-displaced peasants’current interests and their long-term interests are increasingly prominent. They are facing severe challenges to their survival, production, life and development. It is a brook no delay task to formulate and implement social security policies of the land-displaced peasants. It is not only conducive to the maintenance of land-displaced peasants’basic rights, but also conducive to the development of rural urbanization and the construction of socialist harmonious society.Being faced with land-displaced peasants problems caused by large-scale land acquisition, some local governments begun to practice social security policy for land-displaced peasants. Based on the local practices, national social security policy of land-displaced peasants is eventually formulated and published. This policy systematically provides security object, source of funds, payment, management and organization. Under the guidance of it, the local governments actively implement, develop implementation plans, and establish execution mechanism, staff, and innovative methods of work. The land-displaced peasants’social security work has achieved remarkable results:endowment insurance is gradually advancing, medical security has been comprehensively covered, and social assistance and employment security are improving. However, from the actual research perspective, there are still some problems:security level is relatively low, system structure is not reasonable and security work exists defects.In researching on the cause of the problem, policy implementation is a very important analysis angle. In the aspect of policy implementation basis, the compensation standard of land expropriation is not reasonable, the design of classified protection exists defects, ways of right relief are not perfect, and some policy contents are fuzzy. In the way of policy implementation subject, the local government has some interest preference in the policy refinement and fiscal responsibility, and selectively executes some policy contents And policy propaganda is insufficient, working process is flawed, and organization and staffing are inadequate. In the field of policy implementation object and environment, land-displaced peasants have strong psychology deprivation, their scientific and cultural qualities are low, their greediness for money is growing, and the urban villages are neither city nor village, and both city and village, have very complex traditional customs and human network. To a great extent, these factors influence the full realization of land-displaced peasants’social security policy goal.Therefore, in order to guarantee the actualization of land-displaced peasants’social security policy value, the government should do the flowing things. In the policy reform, should unify compensation standard of land requisition, appropriately increase the compensation amount, adjust compensation structure, try hard to implement the security funds, and constantly improve the social security policy, and provide complete security projects and appropriate security level for land-displaced peasants. In the policy implementation, they should strengthen organizational mechanism of policy implementation, build policy implementation information platform, pay attention to the policy advices and recommendations from the public, and continuously improve the supervision mechanism of policy implementation, establish corresponding accountability system. In the policy object and environment, they should continue to promote land-displaced peasants’transformation from peasants into citizen, and vigorously promote the construction of the villages in the city, and actively take measures, and strive to achieve land-displaced peasants’changes in ways of ideas and behavior.
