So the overseas hydropower project risk evaluation and index system is very important to research.This research work is carried out under this background. First of all, this paper on the project risk assessment theory. This part summarizes the theory of domestic and international risk management, analysis of the relationship between risk management and project risk, and expounds the connotation of risk management. Secondly, risk analysis of the overseas hydropower project and characteristics. This part of the analysis of overseas hydropower project risk characteristics, summarizing and studying overseas risk classification and characteristics of hydropower project. Finally, on this basis, design, select the risk evaluation index, evaluation index system construction of overseas hydropower project risk, AHP-GRAM model and constructs the system of risk evaluation based on overseas hydropower project.
