The arable land is one of the most fundamental material bases for human survival and development; itis also an essential means of production for agriculture, economic, social sustainable development. Inrecent years, with the rapid development of China’s urbanization, the task of farmland protection isbecoming challenging and tough. Correspondently, the study of farmland protection has also becomepopular. Considering about this trend, this paper attempts to apply the PSR mechanism to study thefarmland protection system, carrying an important theoretical and practical significance.This paper took Tacheneg in Xinjiang Province as an example, and it systematically analyzed thedrive for farmland protection, the current status of farmland protection and the response of participants whoare responsible for farmland protection. First, from the perspective of factors that could influence farmlandprotection, the paper selected relevant indicators, constructed the index system, and adopted principalcomponent analysis method to analyze the main driving factors of Tacheng farmland protection; Secondly,the paper elaborated cultivated land protection status of Tacheng from following three aspects: the changein the number of farmland, quality analysis, the layout of the of farmland; Finally, suggestions were madeaccording to the quantity protection, quality protection and ecological protection of farmland protection.The main conclusions of the study including:(1) The drivers of farmland protection (P): the driving force of natural factors is small, but as the basisof Tacheng’s farmland protection, its significance cannot be ignored; human factors, economic factors andsocial factors are the main drivers of farmland protection.(2) The status of farmland protection (S): during the year of2001to2009, the amount of arable landof Tacheng changed greatly, but the quality and the layout of arable land stayed stable relatively. Theamount of arable land decreases periodically and unsteadily. Meanwhile, the amount of per capita arableland continues to decline, but it still remains at a high level within the scope of Xinjiang; Generallyspeaking, the quality of farmland in Xinjiang is relatively good,but the overall quality of farmland andproduction capacity need to be improved; The arable land is mainly distributed in the central piedmontsloping plain, and then the valley alluvial plain and hilly region. The city’s farmland is mainly concentratedin Qiaxia Town and Halahabake, Town, two traditional planting towns.(3) The main body of the arable land protection and response (R): the main participants of farmlandprotection include the Chinese central government, local government and farmers. The central governmenthas a strong motivation for protecting farmland, therefore it is necessary to turn to means to prompt otherorganizations to protect arable land; Because the local government has the trend to promote thenon-agriculturalization of farmland, its behavior must be supervised; Comparative interests will drive thefarmers to have the willing to convert the farmland into non-agriculture uses, but China’s farmland has aspecial characteristic of social security, Thus, it is necessary to guide the behavior of farmers.(4) Proposed suggestions in the aspects of the quantity protection, quality protection and ecologicalprotection of farmland protection.
