| Biogas is a kind of biomass energy, and also a kind of clean and sustainable energy. Since the founding of new China, our country’s leaders have been paying great attentions on the promotion of biogas. Since in the nineties, our country has take large effort to promoting biogas digester in rural areas, in order to alleviate the rural energy pressure, and solve the problem of rural non-point source pollution. Developing the biogas energy is not only the necessary of the energy structure adjustment and solve energy problems, but also the necessary of constructing the new rural country in China.However, although in recent years, our country government gradually increased the input of biogas, but the promotion of biogas in rural areas still encountered many problems, especially the disuse of biogas digester. This not only caused a lot of waste of resources and a heavy blow to the effect of biogas, it also caused the deterioration of the ecological environment in rural areas. Why do farmers disuse the biogas digester which is good to them? This is a significant question.In this underground, we select Yanshan town as the study object, use microcosmic economics, environmental economics, institutional economics as the basic theory. Through Using the method of literature collection, structured interviews, mathematical statistics, field surveys, we analyse the utilization and disuse of biogas in Yanshan. We base on the survey data from field analysis, analyse the influence factors that impact farmers’disusing biogas digester behavior, and put forward the Countermeasures. The main research results are as follows:(1) Through the interview to the household and government official, we learn that the influence factors that impact household disusing biogas digester are:lack of production biogas source, biogas digester’s operating malfunction, lack of professional repair, lack of labor in home and so on. (2) From the angle of farmers, through the econometric regression, we can find the significant variables that influence farmer’s disusing biogas digester are:household property status, household breeds of pigs and cattle, family size and the evaluation to the biogas energy. The influence of household property status is maybe like an "U", that is household which is too poor or too rich will lead to disuse of biogas digester. If household feeds more pigs and cattle, they may own more production of biogas source, leading to a lower probability of disusing biogas digester. As for the large size family households, they may prefer to use cheaper energy like straw or firewood, and lead to a higher probability of disusing biogas digester. If the evaluation toward biogas is high, they may have a low probability of disusing biogas digester.(3) From the point of view of economic and social characteristics, we find that if the villages’population factors, economic factors, follow-up management are different, they may have a different disusing rate on biogas. If the village has the characteristics of large amount of outwork, too bad or too good financial status, dispersive residential structure, poor operating condition of biogas service outlets, it may lead to a high probability of disusing biogas digester. As to the political factors, they may have both positive and negative effect on biogas digester.Basing on the above research results, this paper puts forward the main countermeasures as follows:(1) We can not be blind to promote biogas digester, we should combine local situation to promoting biogas digester;(2) Biogas service outlets play an important role in managing biogas digester, government should strengthen the investment on this;(3) Establish the three level administrative system to make clear responsibility, and supervise the normal operation of biogas digester. |
