In the21st century, the economy of Jiangsu province has maintained a rapid growth trend, but this economic growth mainly depends on large quantities of resources consumed, making the industry energy consumption that carrying on land is increasing at a fast rate, which followed by a sharp rise of carbon emission.The natural endowment of lack of land and energy resources, and the characteristic of in the stage of heavy and chemical industries development, and coupled with the past long-established pattern of extensive economic growth has not been fundamentally changed, these determine the conflict between economic development and resources and the environment of Jiangsu province a more acute, and which serious threat to the sustainable development of Jiangsu province. Therefore, in order to achieve coordinated development between resources, economy and the environment, Jiangsu province is facing and needing to address following important issues urgently:properly understanding status quo and main factors affecting the change of carbon emission from the industry energy consumption carrying on land, and figuring out the relationship between economic growth and land use carbon emission in Jiangsu province, then looking for policies and measures which could promote economic growth while conducive to carbon emission reduction. Thus, from the perspective of industry energy consumption carrying on land, this thesis estimated land use carbon emission of Jiangsu province during2002to2008, and analyzed change characteristics of land use carbon emission. on this basis, this study explored factors that affect the change of land use carbon emission by using Logarithmic Mean Divisia Index (LMDI) method, and then adopted decoupling analysis to study the relationship between economic growth and land use carbon emission of Jiangsu province. The goal is to find the effective way and measure to achieve a win-win economic growth and carbon emission reduction.The first part of this article briefly introduced the background of this study, then defined the purpose and significance of the study. In order to determine research ideas and technology roadmap of the thesis, the domestic and foreign research trends on carbon emission resulting from energy consumption and decoupling analysis in the field of resources and the environment were combed. Finally, this part concluded with a brief overview of possible innovation of this study, and pointed out the shortage of this research. The second part defined some concepts related to this study, such as land use carbon emission、carbon emission intensity、energy intensity、"decoupling" between economic growth and land use carbon emission et al. Following the related theoretical foundation and its guidance for this study were briefly addressed.Based on the perspective of industry energy consumption carrying on land, the third part estimated land use carbon emission of Jiangsu province during2002to2008, and analyzed change characteristics of land use carbon emission in this period, then applied LMDI decomposition method to analyze the driving factors of land use carbon emission, finally, the change of land use carbon emission was decomposed into the combined effects of following six factors:carbon emission intensity of energy、energy structure、energy intensity、industrial structure、economic scale and land scale.The fourth part estimated the degree of "decoupling" between economic growth and land use carbon emission of Jiangsu province through Tapio elastic decoupling indicators, then examined the separate decoupling effect of above-mentioned six factors, and further established the "decoupling" effort indicator of land use carbon emission that excluding the impact of economic growth to assess the actual effect of government efforts to reduce carbon emissions.According to the preceding analysis, the fifth part of this article proposed the following conclusions:(1) land use carbon emission (including carbon emission and carbon emission intensity) continued to increase in general, but the change of carbon emission of different land use types has a big difference;(2) Only the energy intensity factor plays an inhibitory effect on the increase of land use carbon emission during2002to2008, and its role in inhibiting the increase in carbon emission is limited, thus there is a long way to go to achieve the target of carbon emission reduction in Jiangsu province;(3) The "decoupling" level between economic growth and land use carbon emission is low during the study period, but the degree of decoupling has been improved year by year because of reduction in energy intensity and gradual transformation of economic development model, and the effect of industrial structure has a greater potential of energy saving and carbon emission reduction;(4) The "decoupling" effect that the government try to achieve through carbon emission reduction efforts is not satisfactory, so the government of Jiangsu province need to further intensify the enforcement of carbon emission reduction policies, such as industrial structure adjustment、energy structure optimization、energy efficiency improvement and so on. Finally, some corresponding policy recommendations were proposed.
