| objectives:First, the research applies regulation theory to research the subject, object, tools and goals of food safety regulation system and summarizes credit parts of economic regulation. Second, the research introduces the status quo of Chinese food safety credit system and the evolution and development of food safety credit system in some developed countries,in addition comparative analysis of the strategy, dependence differences and characteristics of the credit system in different countries. Third, the research conducts the empirical studies of the food safety credit system through the investigation of food safety credit circumstances by business operators in food circulation area. Last, the research proposes the food safety credit regulatory framework which is suitable to China’s national conditions to support the reference for the government decision-making.Methods:This topic uses the law of historical literatures and historical comparison method, on the basis of the existing related research at home and abroad, from the aspects of economic regulation tools, credit research, this paper analyzed the evolution of national food safety credit system and the present situation of the food safety credit system in our country.Using the questionnaire survey, empirical inquiry circulation field in our country food operators present situation and existing problems of food safety credit. By using the method of random sampling of80brands of the nation’s240food producers and traders in the investigation. The main content of the questionnaire include the basic information of the respondents, food safety credit knowledge and behavior.Result:1.Comparative research shows:(1)Developed countries in terms of food security credit system construction, pay special attention to the openness and transparency of information, are set up on the food safety information disclosure system and food labeling management system based on credit system, food safety and hygiene standards of food and food labeling requirements have very detailed provisions.(2)In recent years, by the of government and the whole society members to actively participate in, food credit system construction has a certain foundation and worked pretty well.2.The empirical study results demonstrate as follows:(1) there are some questions are generally existed, including personnel of course of degree is low, do not have a high level of food enterprise scale, survival time is not long, training does not reach the designated position, etc.(2)The part of knowledge questionnaire scores were converted into percentage grading system, and the number of have passing grade is69people, accounting for34.8%of the total; Failed in129, accounting for65.2%. Pass the number of69people, accounting for34.8%of the total; Failed in129, accounting for65.2%. Upon examination, the different working time, education training, enterprise survival time and the situation of the respondents score difference was statistically significant (P<0.05), the food safety knowledge score difference of employee from different enterprise scale was not statistically significance (P>0.05).(3)The health of employees of food enterprises management has not been institutionalized, and exhaust the leakage in management of food safety.(4)Factors that affect food enterprise credit behaviors basically has the following four aspects: laws and regulations is not perfect, government regulation and food production operators integrity awareness is poor, food inspection detection technology is not high.Conclusion:In view of the above problem, we suggest that from eight aspects to construct our country’s food safety credit system framework:To construct working mechanism including department coordination mechanism and the experts; To strengthen the the text system of food safety credit management; To construct management system focus on ensure quality and safety, to fend off risks of broken promises; Establish and perfect the food industry enterprise credit information management platform and system of disclosure and query; Standard food enterprise credit evaluation system, promoting evaluation system of credit rank evaluation; Food enterprises to establish self-discipline mechanism of internal dishonest reporting system; Propaganda and culture construction, in view of the different groups for different culture training; Accelerate the construction of credit rewards and punishment mechanism, give priority to credit enterprise support and priority schedule, by faithless exposure, classified supervision and market withdrawal mechanism to increase penalties for breach of company. |
