Research On Choice Mechanism Of Farmland Transfer Mode

With the fast growth of the national economy, the speed and scale of farmland transfer present a rising tendency, and farmland transfer mode also appear diversity. Such as large-scale transfer mode that village collective Participate in recent years, intermediary organization serves specially farmland transfer in some areas, etc. These large-scale transfer modes produce in a certain natural, economic, and social background, not some accident. Analysis some influence factors of these large circulation mode’s generation and development, which is helpful to realize a more rational and orderly farmland transfer, and develop modern agriculture.Based on the data of investigation in wuxi-changzhou-zhenjiang area, this paper describes the present farmland transfer status, and divided the farmland transfer into four kinds by main management body, respectively named as farmland transfer in farmers(mode1for short), farmland transfer in farmers and the large household(mode2for short), farmland transfer in farmers and enterprise or company(mode3for short), farmland transfer in farmers and cooperative(mode4for short).And this paper analysis influence factors of small village group choosing different farmland transfer mode. In the survey region,31.11%of village group choose mode1as the main transfer mode.48.89%choose mode2as the main transfer mode. The ratio of mode3is11.11%, while the ratio of mode4is8.89%. Farmland transfer mode focuses on farmland transfer in farmers and farmer to the large household, and ratio of transfer in farmer to enterprise or company and to cooperative is low.The paper uses Multinomial Logit model to analysis determinants of different modes. Results indicate:farmland area per capita、non-agricultural employment proportion and whether to having adjusted land significantly effect choice of model、mode2and mode3or4.Whether to have enterprise effect choice of model and mode2, but do not significantly effect choice of mode3or4.Whehter to transfer freely effect choice of mode2. Individual characteristics of village group leaders and whether to release land property contract do not effect choice of all the modes. The more farmland area per capita and the more non-agricultural employment proportion and having enterprise, the more village group tend to choose mode1. If land adjusted, village group do not tend to choose mode1. If land adjusted and transferred freely, village group tend to choose mode2. The more farmland area per capita and the more non-agricultural employment proportion and having enterprise, the more village group do not tend to choose mode2. If land adjusted, village group tend to choose mode3or4, and the more farmland area per capita and the more non-agricultural employment proportion, the more village group do not choose mode3or4.The paper chooses hongguang village cooperative as typical case, and analysis these cases. Results show that township government、rural primary organizations and service organizations play important role in process of farmland transfer. Guide of township government and broadcast of rural primary organizations promote enterprise or company to participate in agricultural production and cooperative to set up.Finally, this paper puts forward some suggestions for promoting farmland transfer on the basis of the research results, including:(1) to strengthen institutions and the role of rural primary organizations in process of farmland transfer, creating conditions for farmland transfer;(2)to establish farmland transfer service center, farmland a perfect farmland transfer market, to promote a more rational and orderly transfer farmland;(3)to strengthen agriculture investment and cultivate new farmers, to promote agricultural scale management;(4) to strengthen supporting policy, to increase supporting financial and encourage farmland transfer;(5)to innovate mechanism of choosing farmland mode, combining local actual condition.
