The Central Government And Local Government In Land Use Research On Interests Game

With the accelerated process of industrialization, urbanization and agricultural modernization, China’s land supply and demand have become increasingly prominent, and sustainable development of land resources now face with severe challenges. The surface of these problems and contradictions is that China’s current economic and social development being a particular stage, but its essence is that the central government and local government in land use is playing a game in the process of building socialist market economy. In the socialist market economy, the central government and local government have own interest demands. The State Land Supervise System is fundamentally aiming at adjusting the balance between central and local government in land use, and earnestly safeguarding the interests of the Central Government. Therefore, the establishment and implementation of State Land Supervise System is necessary and having very important practical significance.This paper draws on central-local government relations theory, interest theory, and land supervises theory research, introducing State Land Supervise System comprehensively. Basing on5-year practice, the author proposes the State Land Supervise Bureau’s position in public governance. From the perspective of economic and social development and performance evaluation, this paper elaborates the game between Central Government and local government in land use, pointing out the long-standing trend. This paper does a comprehensive analysis of Central Government’s different earnings under different regulatory strategy, proving the implementation of the State Land Supervise System is very important in safeguarding national interest. This paper presents the solution to end the game in five ways:correcting the understanding of national interests and local interests, consideration of protecting local interests properly, reforming performance evaluation system, the implementation of differentiated land use policies and strengthens regulatory authority of the central government. This paper defines the meaning of national interest in land use, suggesting that the State Land Supervise System should take consideration of both national and local interest, demonstrating the implementation of State Land Supervise System is very important in ending the game between central government and local government in land use, which is a good reference and guide for continuous improvement of State Land Supervise System.
