Water and land resources as the material basis for the social and economic developmentin Huanghua City, due to the strong disturbance of nature and human economic activities,land and water resources conflicts have become increasingly prominent. How to reasonableuse of water and land resources, coordinate the relationship between economic and ecologicalbenefits, has become the core issue of the future sustainable development in the study area.By studying the Huanghua water and land resources balance, Clearing space pattern andchange mechanism of water and land resources balance, calculating the space matchingrelation between water and land resources to provide a scientific basis for the rational use ofresources and regulation of land use planning and water resources conflicts.This article is based on basic condition of underlying surface in Huanghua City planningin the year2020. In Support of the SWAT model, with flat water years (P=50%) amount ofweather data as input, planning the final distribution of the water resources in the study area.Use spatial sampling method, based on clearly crop structure, according to the FAO P-Mmodel to calculate water demand of agricultural landuse and construction landuse in thedifferent hydrological response unit. Through the construction of water and land resourcesbalance equation and matching coefficients, identify space matching relation between waterand land resources in small scale-space. To do some space control and reconstruction forbasic farmland and construction land that in2020, two leading regional imbalance of waterand land resources planning period major land types. Results of the study are as follows:(1) Through the investigation of related information on precipitation data collation ofHuanghua City, the paper identifies that the normal year (P=50%) was2010.With the supportof GIS, the paper establishes the spatial database and attributes database of HuanghuaCity.The spatial database mainly includes DEM, land use and soil type map of HuanghuaCity while attribute database includes precipitation data, land use data, soil properties data,and related socio-economic attributes.(2) Using ArcSWAT, the paper distinguishes the hydrological response units. BecauseHuanghua City locates in the coastal plain, elevation difference is small, directly on DEM extraction doesn’t match with the real watershed of rivers. What’s more, the paper usesburn-in method of depression for DEM, to re-extract river, and divides Huanghua into50watersheds, then overlays with the land use map and soil type map through the spatialdiscetrzation of Huanghua and divided into266hydrological response units.(3)Regarding hydrological response units as the basic calculation unit, the paperconcludes that water resources quantity is1.861×108m3by inputting attribute data andsimulating the water resources quantity of normal year in Huanghua City.After that, the paperdraws the spatial distribution map of water resource in Huanghua City.(4) The paper builds a calculation model of water and land resource balance and thenmatches the water resource quantity of normal year with water resource demand of differentland use of planning year. After simulates for each hydrological response units respectively,the paper divides matching results into four degrees: more excellent, good, poor and verypoor. Then the paper compiles the spatial distribution map of water and land resourcesmatching degree, and studies on the distribution characteristics of its spatial pattern.(5) Combining water and land resources, the paper puts the balance of water and landresources configuration index into space. The paper constructs land-use planning for spacecontrol and reconstruction according to water and land resources balance condition anddistribution characteristics in each hydrological response units. Under the constraints of waterresources and planning period of the agricultural land, the paper draws the adjustment ofgeneral land use planning, for the promotion of Huanghua economic and social developmentand provides the scientific basis for sustainable utilization of water and land resources.
