No water, no life. Land and water resources are equally important, without the land resources, man can not live; they are the most important natural resources that supporting human survival and development. Most ancient time's war is carried around the land. Land and water resources have not been "inexhaustible"natural resources. Since ancient times, both land and water issues related to social stability and development, making a balance among land & water resources development, utilization and socio-economic development and ecological protection is the important content for the path of sustainable development.Research related to the system of water resources carrying capacity model ideas, methods and related issues, then established based on the factor analysis of the water resources carrying capacity model. Comparing other models, the author believes that: to loss a small amount of information, comprehensive information between the various indicators, to miss the main contradiction appraisal analysis, enriched and improved water resource evaluation. It provides a new way of thinking for bearing capacity of soil and water resources for future computing and simulation.According to virtual water & land theory and combining the two, witch applied to soil and water resources carrying capacity and optimal allocation. This paper proposed the basic idea of balance between water & land resources development. Pointing out that under the present situation of agricultural production, virtual water & land trading is an important ways of land and water resource management witch should be given adequate attention.Considered relatively abundant land resources and water resources inadequate in Northwest China, the author establish the optimization model of water security and virtual water trade in agricultural water resources. Calculation shows: Considering the virtual water trading outside the region, optimization the main crop planting structure, witch is closely related with the agricultural water resources within the region, ease the contradiction between water supply and demand, it can increase the effective utilization of water resources and ensure the agriculture water resources sustainable development in northern arid and semi arid areas. With our current food production and food security status, the author establishes regional agricultural trade principles and models based on virtual land and water development.To make sure economic growth, food security, ecological security and water security in the coordinated development of land resources.
