After twenty years of land use system reform, the system of compensated land use hasbasically established, and use right of assigned land has been strictly restricted. However,there is still a number of assigned land in state-owned land system. In the state-ownedenterprises reform, it is necessary to involve the disposition of land assets. But on the otherside, the existing valuation methods cannot satisfy the need of assigned land evaluation. So,how to calculate the state-owned land revenue needs to be solved urgently.This article will combine the theoretical analysis with the status statistics. Firstly,analyzing the relevant laws and regulations policy, studying the difference between theright of assigned land and compensated land, and drawing a conclusion that theredifference in valuation is land-transferring fees (government net income). And thenanalyzing the two existing valuation methods, and putting forward a evaluation thought.And finally basing on the land market transaction data of Beijing City, compare thegovernment return between the agreed land leasing and public land listing, and make anattempt on obtaining a reasonable government return.
