See from the international environment, the international financial crisis continues, theEuropean sovereign debt crisis intensifies, the economic development of the United States,Japan, the European Union and other major developed economies present weakening trend,and to realize the overall recovery of the world economy will be a slow and complicatedprocess, it is also leading to our country overseas market demand growth and foreign tradesurplus situation have a downside, and which is hard to improve in a short time. And seefrom our domestic economy, the deep-seated contradictions and problems fromunreasonable economic structure always exist, such as investment and consumption areunbalanced in domestic demand structure. Although in dealing with the impact frominternational financial crisis, investment present the fastest response to pull economicgrowth, but overly rely on investment to stimulate economic growth is not continuous.China, as a big country, whose economic growth mainly depends on investment andoverseas market demand in long-term, can increase the economic instability, go againstnational economic benign circulation. Therefore, the expansion of domestic consumptiondemand is the urgent need to keep economic steady development.Consumption credit as the important tool of expanding consumer demand, not only has adirect impact on economic development, also has a positive influence on banks which setup consumption credit business, it is helpful to innovate business, improve assets structureand bring new profit growth point, therefore, commercial banks in our country shouldvigorously develop consumption credit business. However, through researching deeply onthe domestic commercial bank consumer credit business’ scale, input structure, risk andpolicy environment, there still exist several problem restricting its development.Therefore, we should on the basis of the present situation and the discussion of restrictingfactors, and draw on the advanced experience of developed countries, targeted put forwardeffective feasible countermeasures and suggestions to lift our commercial bank’ capacitymanaging consumer credit business, promote the development of consumption credit ofcommercial bank, so as to promote China’s economic sustainable, healthy and rapiddevelopment.Follow the above ideas the paper is divided into six chapters. Chapter One is theintroduction, expatiate the background and the research significance of the paper, simplyreviewe the domestic and international research results, illustrate research methods andideas. Chapter Two mainly explains related concepts of consumption credit and its basic theory,which lays a theoretical foundation for the following chapters.Chapter Three mainly analyzes the economic and financial function of consumption creditin our country, and by establishing a regression model to empirically analyze the role ofconsumption credit on the economic development, pointing to the necessity of carrying outconsumer credit practice in China from theoretical and empirical double perspective.Chapter Four mainly discusses the present situation and restricting factors of consumptioncredit development in domestic commercial bank.Chapter Five mainly describes the consumption credit’s development process, presentsituation and the experience which can use for reference in developed countries.Chapter Six mainly state the countermeasures and suggestions to perfect the developmentof consumption credit in our country commercial banks, based on hinder its developmentfactors.
