Science And Technology Sevice Industry Statistics:Object And Index System Research

As a non-standard national economic industry, science and technology service industry(STSI) is getting wide attention from all walks of life in recent years. The State and local governments have developed lots of STSI development planning documents, requiring developing STSI, while demanding for information of STSI. However, STSI statistics is very inconsistent, the most important problem is:people have fuzzy understanding on what STSI is and what information should STSI statistic provide. Under this background, the academic research on this field is very little. Based on the reality, this paper is mainly to define what STSI is and to design statistical index system of STSI. Through these researches, we try to provide new ideas for STSI statistical work.First, we determine what STSI is. Through clarifying the property of STSI, the statistical purposes of STSI, and the foreign-related thematic statistics, we make clear that the definition of STSI should be based on the products classification of national economic accounting. That is, through clarifying the science and technology service activities, we determine the connotation of STSI. Furthermore, according to the theory of national economic accounting and the connotation of STSI, we do the belonging interpretation work of STSI controversial contents. At the same time, we clarify the boundary of STSI. Then, based on the difference of service contents, we divide STSI into four levels and connect with the national economy industry classification. Through these researches, we clarify what STSI is.Second, we build the statistical index system. Via studying the general specification of industry information statistical index system, as well as the special information needs of STSI statistics, we explicit the principle and foundation of building STSI statistical index system. Based on this, we study the information needs of the government macro management, the public and the academic investigator, and the possible future information needs. After clarifying these works, we explicit the input and output are the main contents of STSI statistical index system. Furthermore, we choose the specific indexes of each module. Thus, we build the statistical index system which reflects the social information demands for STSI.Then, through studying the basic data collection course and the summary implement plan of STSI statistical index, we demonstrate that the statistical index system of STSI is operability.Finally, we give suggestions for STSI statistics from "the statistic object, the statistic content and the data acquisition" three aspects, we also point out the limitations of this paper and provide some suggestions in future research.
