With the rapid development of regional economy, the technical progress of communications and communications market consumer behavior diversification, domestic provinces and cities communication market competition is increasingly intensely. Especially after the telecommunication reorganization in2008, China Mobile, China Unicom, China telecom operators three obtained the3G license, China Mobile, China Unicom. China Telecom is formed in mobile network.In fixed network three competitive situation, Zaozhuang Telecom is also faced with the Big Two Clipa living environment and2G communications market is saturated in past years, the user’s consumption potential narrows gradually. How to better develop3G business, enhance the market competition ability of Zaozhuang Telecom, has increasingly become issues of concern of Zaozhuang Telecom. Therefore, to study the3G business market development issues Zaozhuang telecommunication is necessary.In this thesis, from the perspective of project management and basing on the existing related research results, the project management life cycle theory, the Zaozhuang telecommunication3G business market development work, we divided the Zaozhuang telecommunication3G business marketing works into planning stage, plan implementation, implementation evaluation stage. In the planning stages, we analyse Zaozhuang3G mobile business development environment. Through the internal advantage and disadvantage analysis and judgment, along the value chain of enterprises, we explore the impact of business development of key elements. In the implementation phase, we carry out the Zaozhuang telecommunication3G information service market development, and analyse the risk, put forward the corresponding measures. In evaluation stage, the implementation result is evaluated, the related proposal is put forward. In this study, we conclude effective development of Zaozhuang Telecom3G business, and provide a theoretical foundation and practical guidancet to enhance3G business market expansion effect of Zaozhuang telecommunication.
