Research On Project Budget Management For Petroleum Enterprise

With the development of economy, the dependence of the national petroleum resources will become increasingly strong. However, as the eastern main oil fields of China have entered the middle and later periods of exploitation, in order to complete the country’s oil strategy task of "stabilize the eastern part, develop western part". The control of production and management costs and the increase oil and gas production have become serious problems in petroleum enterprises. It is also an urgent requirement of China’s petroleum enterprises to raise the level of management and enhance the competitiveness of enterprises to support national economy development. Based on the effective integration of implementation of budget management in both theory and practice, coupled with improvement of the financial management level of refinement in oil field enterprises, this article puts forward the research theme——research in the comprehensive budget management of oil-producing factory, and then analyses its background, objective and research ideas.Firstly, with the project management theory, this article shows about the comprehensive budget management theory, reservoir operation theory, management connotation theory and the related theory to provide the reference for the comprehensive budget management study of oil-producing factory. Secondly, this article draws the corresponding experience through the analysis of the domestic and foreign petroleum enterprise budget management’s present situation, and then determines the major problems and causes which exist in the budget management of the oil-producing factory at this stage. Thirdly, based on the analysis result of budget management in theory and practice, this article systematically studies the basic framework of the comprehensive budget management of oil-producing factory. And it also confirms the fundamental mode of comprehensive budget management in the theoretical level in the view of objective, principle, content and method of comprehensive budget management.Finally, this article takes Ganguyi Oil-producing Factory of Yanchang Petroleum Enterprise as an example to implement case study of comprehensive budget compilation, to propose the specific ideas of budget control and assessment, and to promote the oilfield enterprise financial management improvement in the level of refinement.
