Research On The Bidding Management Of Yanchang Oil Field’s Water Injection Project

With the steady development of China’s social and economy, the demand of crude is increasing year by year. In this situation, in order to respond to the call of the country the major domestic oil fields try to expand their production capacity to increase their productivity. They begin to undertake large-scale oilfield constructions, thus large-scale, integrated engineering projects continue to increase. In all these projects the oil field water injection project is the most common ones, and the implementation of the projects always done by the way of bidding, and in the course of the bidding management there exist non-standard ways. This non-standard management greatly constraint the enterprises ’development and its productivity. Therefore, study how to regulate water injection project bidding management is significant not only to the development of field enterprises, but also have far-reaching political sense for the safety of our nation.The object of the research is the bidding management of Yanchang oil field’ water injection project. We elaborated the bidding management theory in detail, and take skid-mounted station project of an oil production plant in Yanchang oilfield as an example, describes the entire implementation process of Yanchang oil field’ water injection project. We analyses the problems exist in Yanchang oil field’ water injection project from the perspective of the unit of invite public bidding, bidding units, agencies and the relevant government departments in-depth. We also absorb some successful management experience of the construction bidding project which are from United States, Japan and other developed countries. Then we draw six proposals to standardize the management process of Yanchang oil field’ water injection project. The suggestions are as follows:strengthen project bidding audit; take measures to prevent the bidder bidding; further regulate the generate of the evaluation committee; build a bidding agency; establish a team which is familiar with the tendering and bidding business; establish a scientific, fair evaluation system. We hope that through the implementation of these countermeasures, we can further standardize the Yanchang oilfield ’bidding management of water injection project. And hope we can offer some useful suggestions to both Yanchang oilfield and other domestic oilfield.
