Energy plays a crucial role in economic development. As one of the mostimportant energies, petroleum can be considered the lifeblood of modern economy.CNOOC plays a decisive role in China’s petroleum industry. As one of thelongitudinal and special management projects in the organization, purchasingmanagement is a basic function for each organization. The operation of such functiondirectly affects the performance of an organization. Therefore, to research the strategicpurchasing management of CNOOC is of great and realistic significance.This paper is divided into five parts which carry out a research on the topic“CNOOC’s Strategic Purchasing Management Modes”. The first part is anintroduction to the research background, research significance and research status athome and abroad. The second part introduces the relevant theories of theorganization’s strategic purchase. It describes the basic concepts, defines thedefinition of strategic purchase, points out the differences between strategic purchaseand daily purchase, analyzes the functions of strategic purchase in the organizationand works out the general principle of strategic purchase. The third part focuses on thecurrent purchasing management systems of offshore petroleum developmentcompanies and analyzes their problems. It introduces the purchasing managementsystems and flows of offshore petroleum development companies and analyzes themajor problems existing among the current strategic purchase modes of offshorepetroleum development companies. The fourth and fifth parts are the major ones inthis paper. On the basis of previous researches and by considering the existingproblems in strategic purchase of offshore petroleum development companies, thesetwo parts put forward construction principle, basic framework and operationmechanism for strategic purchase modes of offshore petroleum developmentcompanies, and then provide a detailed illustration about the implementation ofstrategic purchase of offshore petroleum development companies. Through theresearches in this paper, it is expected to play an instructive part in the construction ofstrategic purchase and the improvement of purchasing management for offshorepetroleum development companies and produce some reference significance to theconstruction of CNOOC’s strategic purchase.
