The industry of production, processing and marketing shows a central tendency in a specific area, along with the increasingly fierce of market competition. Both developed and developing countries like China are trying to develop and enhance to make this trend continues. Porter’s diamond model summarized the degree of development of industrial clusters as an important factor to measure the comprehensive national strength, at the same time gives four factors that effect evolution of industrial clusters.This paper aims at verifying the point that how development capacity of core businesses affects the evolution of industrial clusters through in-depth study and empirical analysis from the angle of development affecting the evolution of industrial clusters. First, this paper summarizes the concept of the nature of the industry cluster and the characteristics showed during the evolution, from which we draw the conclusion that such enterprises not only affect the other businesses, but also are closely associated with the development of industrial clusters through the research of characteristics of enterprises in the core of industrial clusters. Secondly, this paper gains the view of point that the development capacities of core enterprise are expressed by its growth and competitiveness capacity. Simultaneously, the development capacity of core businesses influenced the future trend of the evolution of industrial clusters as well as the market position in the industry. Thirdly, in order to confirm the point that the development capacity of the core enterprise can really affect the cluster evolution of industry, this paper uses SPSS statistical software to quantify the growth capacity and competitiveness of the core business, and then depicts the evolution of industrial clusters in the way of dynamically changing image through building Anylogic system dynamics model and choosing empirical objects. Finally we confirmed the conclusion that the development capacity of the core enterprise affects industrial clusters.
