Research On Housing Policy Effectiveness Evaluation

Housing problem is a common problem in many countries all over the world,and the governments have tried to use various policy measures adjusting the housingmarket to ensure people’s livelihood. The development of housing market concernsnational economic security and social stability, at the same time, the formulation andimplementation of housing policy have a vital role for stabling housing marketdevelopment. If the government want to ensure that the housing market’s healthyand orderly development, there is a need to ensure the housing policy effective,which is a key to the smooth operation of the housing market.At present, our country does not have a maturity method and complete systemabout policy effectiveness evaluation, failing to measure the effect of housing policyimplementation, so there is no method to evaluate the effectiveness of housingpolicy. For the housing market development, effectiveness evaluation of housingpolicy is particularly important. Housing policy effectiveness evaluation can timelytest policy effect, and adjust policy content according to the result, will help thegovernment make out the scientific decision. This paper analyzes the characteristicsof housing market in recent years, and types the housing policy and summary thecontrol results, and then get to know the problems of housing policy. Based on this,the paper proposes the connotation and definition of policy effectiveness evaluation.Combined with the characteristics of housing market in China, this paperselects the index which can measure housing policy effectiveness to construct thehousing policy effectiveness evaluation index system. Aiming to the uncertainsystem lacking enough information which is partial information is known, someunknown, the paper uses the thought of the gray system theory to establish the graycomprehensive evaluation model. Application of grey system theory, using theselected indicators measures housing policy effectiveness, and gets policyeffectiveness results to determine the actual state of policy operation.Based on the analysis of housing policy characteristics, construction of housingpolicy effectiveness evaluation index system and measurement model, taking thehousing market data of2001-2011and35large and medium-sized city index data assamples, calculates the policy effectiveness results under the policy effectivenessmodel, in the vertical dimensions and horizontal dimensions. In the verticaldimension, taking time as axis, observes the dynamic change trend of housing policyeffectiveness. In the horizontal dimension, taking cities as axis, observes the effect of regional division. According to the results of two samples, analyzes the actualoperation effect of current housing policy in China, and put forward thecorresponding countermeasure to promote housing policy effectiveness, in order toachieve high efficiency operation of housing policy and housing market harmoniousdevelopment.
