The Research On The Supervision Of Chinese Rural Endowment Insurance Fund

With the increasing aging problem of rural population, caring for old ageproblem is more predominant, China has established a relatively complete endowmentinsurance system in the cities. But the rural residents, eighty percent of the populationwhich is not covered by pension insurance. Therefore, it’s an urgent to establish therural pension insurance.But problems of the supervision of Chinese rural endowmentinsurance fund is increasing, and the problems become more and more prominent, themain problems are: the huge implicit debt, the poor benefits of basic public socialpension retirees, simplification of investment channels and the chaotic of currentmanagement, etc. By further analyzing the role that the government plays in thesystem of the urban-rural endowment insurance, this paper offers some reasonablesuggestions on the establishment of its system, which is of great importance to theimprovement of Chinese rural endowment insurance fund. The thesis is made up offive parts. Chapter One mainly introduces the background of selecting the topic andthe significance of this research. Besides, the former research literature at home andabroad is presented summarily. Chapter Two explains the main process and methodsof Chinese rural endowment insurance fund’s supervision, which provides atheoretical basis for further discussion. Chapter Three separately analyzes thesituations and problems of rural endowment insurance fund’s supervision, finds outthe margin and explores the reasons caused during the process. Chapter Four gainsenlightenment from using the experience of other typical countries for reference.Chapter Five puts forward some suggestions on the improvement of rural endowmentinsurance fund’s supervision in its operational management and raising funds.
