| As a new model of development, low-carbon economy has become one of ourenvironment-friendly, resource-saving, the basic strategy of sustainable development.Coal was our basic energy and industrial raw materials, Proven in energy reserves, coalis occupied94%, oil is occupied5.4%, natural gas accounted for0.6%, this pattern of"rich coal oil poor little gas" endowment characteristics determined that production andconsumption is dominated by coal in the long term and difficult to change. The carboncontent of coal is the highest, per ton coal gave off2.5ton of carbon dioxide, it was1.34times of the same unit oil,1.79times of the same gas,and it was non-renewableresources. So, the study provides theory reference and practical guiding significance ofdevelopment of low-carbon economy in coal enterprises.This paper involved various of theories which included the scientific concept ofdevelopment, ecological economics, environmental kuznets curve, decouplingdevelopment theory and system science, comprehensive used many kinds ofquantification technology including operations research, genetic algorithm, BP neuralnetwork and data envelopment analysis, with the research method of qualitativedescription and the quantitative analysis, theoretical analysis combining empiricalresearch,Introduced the background and significance of the coal enterprises in thedevelopment of low-carbon economy, combined with the development of coalenterprise low carbon economic theories, and compare the status of the development ofa low-carbon economy at home and abroad from the practice, theory, and low-carboneconomy legislation, etc. and used SWOT analysis of the strengths, weaknesses,challenges and opportunities of development low-carbon economy in coalenterprises.Then, on the basic of anylising four aspects of the tension, power, supportforce and the pressure on development of low-carbon economy in coal enterprises,designed evaluation index system of development of low-carbon economy in coalenterprises(including3layers33indicators), and used genetic algorithms and BP neuralnetwork method to build a comprehensive evaluation model for development oflow-carbon economy in coal enterprises. At the same time, used DEA model to buildthe input and output efficiency evaluation model of development low-carbon economy in coal enterprises. Designed path from eight macro aspects which including theadjustment of industrial structure, policy and legal protection, leading to change theway the training of personnel, technology advances, the typical model, funding andpublic education, publicity and micro aspects which including refinement of coalenterprises from coal production, transport, wash to the consumer, and then to therecycling of carbon dioxide, macroscopic guided control, microscopic implementedspecificiy, to protect the lowest carbon reduction. Finally, the applications built modelfocusing the coal empirical research the development of low-carbon economy, putforward to the targeted response. Through this study, in order to provide prospective,scientific and operational guidance for development low carbon economy in coalenterprises, provide reference and reference for development low carbon economy inour country coal enterprises. |
