Study On The Strategy And Countermeasure Of Attracting Investment Of Henan Province Since The Reform And Opening Policy

Since the reform and opening policy, attracting investment has been carried by localgovernment in China. As a big province in central China, Henan Province has been takingthis policy as an important tool to improve economic development, enlarging the scale ofattracting investment and innovating its mode, as to get a remarkable effect. The economyof Henan Province has got an unprecedented development. However, with the developmentof the economy and the change of international situation, the government-controlling modeof investment attraction has come up many problems and kinds of contradiction, restrictingthe development of Henan’s economy in some degree. It is a realistic need and problemthat we must analyze and understand the situation of attracting investment and propose themeasurements to improve the next step of attracting investment.The structure of this essay is constructed by adopting the study methods which arecombined by historical materialism and dialectical materialism, practice and theory, withthe deduction of Mathematics and Physics. Firstly, through the exposition of the foreignand domestic theories on attracting investment, this essay has pointed their rationality andlimitation. Secondly, by defining the conception and the range of attracting investment, theessay has stressed the focal point of the study, the governmental attracting investment. Inaddition, it is also explained that the scope of attracting investment does not only includeattracting foreign investment, it should also include attracting the investment beyond one’sprovince. Thirdly, based on the data of investment attraction of Henan, the essay hassummarized its history and experiences and then pointed out the existing problems in theprocess of investment attracting. At the end of this essay, the author has proposed relevantcountermeasures for the next development of Henan’s investment attracting.The study of this essay is to provide theoretical basis and practical countermeasureand contribute personal power to the development of economy and society of HenanProvince.
