Energy is an important driving force of a national economic development, to measure the efficiency of energy use is an important way to investigate the relationship between the level of energy consumption and the economic output. With the rapid development of the tertiary industry, to improve the energy efficiency of the tertiary industry and reduce energy consumption will be an important way to adjust the industrial structure and transform the economic development in China. The use of certain mathematical model, estimate the energy efficiency of the tertiary industry, and propose some advices for improvement has important implications on the survival and development of China’s tertiary industry, but also affects the healthy operation of the economy as a whole.Based on review of existing research, this paper considers when evaluate the energy efficiency of the tertiary industry we should pay attention to the following two points: First, model selection directly affect the accuracy of the efficiency measured. The tertiary industry is a complex system with multi-input multi-output characteristics, and thus using the DEA model for energy efficiency measurement to ensure the objectivity of the results and the accuracy of the guidance to improve. Second, the traditional tertiary industry energy efficiency evaluation does not consider in depth industry-specific energy efficiency and the effect of indicators selected, by integrated using a number of DEA models, this paper design a suitable system for the evaluation of specific sectors of the tertiary industry and guide the improvement, provides a solution for evaluation of the efficiency of specific sectors and guidance. The main research are as follows:(1)First expounded in this article the research background and significance, then several evaluation methods to estimate the efficiency were compared, pointing out the applicability of the DEA method. Finally, briefly clarify the ideas and characteristics of the study.(2)Detailed introduce the basic concepts of energy efficiency, the DEA methodology and its application status at home and abroad, the research status of the energy efficiency of the tertiary industry, the main problems of traditional tertiary industry energy efficiency research and this article entry point.(3)Elaborate DEA the basic concepts, including decision-making unit, differences in input-oriented and output-oriented, technical efficiency and scale efficiency, the basic CCR model, and then elaborated on several DEA improving model and example of the DEA model, pointing out the importance of the DEA evaluation index selection, introduced Pastor index screening method. Finally, give a brief description of the evaluation process of the energy efficiency of the tertiary industry, lay a solid foundation for subsequent analysis and evaluation.(4) A brief introduction of Status of energy consumption and the status of the tertiary industry in Beijing, then combining the theoretical basis of the foregoing and the process system and the Peking’s actual situation, index selection and model calculation of Beijing’s specific industries of tertiary industry make this paper carry out a detailed empirical research, get the results about validity of the evaluation and projection improved data, then propose policy recommendations of the development of tertiary industry in Peking on the basis of empirical research,.(5) Finally, summed up the work and research results of this study, pointed out the inadequacies that exist in the study, and on this basis, prospect for future research objectives.
