Poerty is always a worldwide problem from country to country. It is related tohuman survival and development directly. China as a developing country, successivegovernments have committed to eliminate poverty, and we made remarkableachievements in it. But with the full affirmation to great achievement, we should alsoclearly realize that the poverty problem is still serious in some rural areas especially inthe west of China. It is an obstacle to the construction of a harmonious society, and itrestricts the process of western development directly. In the new stage, it’s moredifficult to manage the poverty problem, so it’s necessary to continue researching thisproblem so that we can provide some theoretical reference for making policy. Thepoverty problem is especially obvious in Inner Mongolia autonomous region whichcross the northwest, the northeast and the north of China and with abominable naturalconditions. This paper firstly summarizes and sorts the poverty problem in differentcountries, then analyzes the reason of poverty problem in Inner Mongolia’s rural areas.It offers realistic basis to make management strategies to settle the problem. Thirdly, thepaper investigates the poverty reduction pattern of Inner Mongolia. On the basis ofanalysis the government policies and measures, the paper proposes the countermeasuresagainst the poverty problem of Inner Mongolia. This paper mainly divided into foursection, the first part is the introduction, introduces the background and researchsignificance of the selected topic, and state the domestic and foreign research theory ofpoverty. The second part summarizes the present status of rural pastoral area of povertyof Inner Mongolia, and analyzes the causes of poverty. The third part reviews theprocess of development in tackling poverty in China. The fourth part proposes thedevelopment countermeasure according to the above problem.
