The Research On The Effects Of Intellectual Property Culture In The Economic Development Of Jilin Province

Intellectual Property culture formation is the hot issue in recent years. So whatis Intellectual Property culture indeed? What sort of Intellectual Property culture iswhat we really need? About these problems, agreements have not been reached ontheoretical level. And researches on what role Intellectual Property Culture formationplays in the development of regional economy and the society have hardly been done.During the period of choosing the topic, according to the practical principle, thewriter chose the hot issue “The Regional formation of Intellectual Property culture”and take Jilin Province as an example to do the research. And some propersuggestions have also been offered.This paper first talks about the fundamental concepts of Intellectual Propertyculture, explaining those rather complicated and academic concepts in an easy andpractical way in order to enhance the guidance of concepts on practice. It then madea contrast among China and some other foreign countries on the experience ofIntellectual Property culture formation so as to find the problems of institutional andlaw-enforcing construction in China. In the end, the influence and values ofIntellectual Property culture formation on the economic development of JilinProvince have been explored.The whole paper is mainly divided into four parts. The first part is a briefintroduction of some theoretical backgrounds, including Intellectual PropertyProtection, the construction of Intellectual Property institutions, conceptualdependency of Intellectual Property culture and the exploring of regional IntellectualProperty culture. In the second part, the write first made some further divisions ofthe concept “Intellectual Property Culture”,discussing it in details and made a newunderstanding of the concept “Intellectual Property Culture” with a new model. Thenhe analyzed what influences traditional Chinese culture and institutional culture haveon the modern Intellectual Property culture with the theory of Marxism. At last he introduced the economic history and culture history backgrounds that influence theIntellectual Property culture formation of Jilin Province. In the third part, the writermainly introduced the successful experience of Japan and India who can providesome reference for us as foreign nations on Intellectual Property institution andIntellectual Property culture formation. And he also analyzes the influence ofglobalization on Intellectual Property culture formation referring to the constructionof Intellectual Property institutions and the law-enforcing circumstance in China.With the theories and backgrounds mentioned in the previous three parts, in thefourth part, the development strategies of Jilin Province’s Intellectual Propertyculture have been proposed according to the economic status of Jilin Province in thenortheast area in China.In the time of intellectual economy, constructing Intellectual Property culturewhich accustoms to the regional features is urgently in need. The writer explored thefundamental theories, made contrasts with foreign experiences, discussed theregional development models then proposed a blueprint of Regional IntellectualProperty culture formation, wishing to make a few contributions to the economicdevelopment of Jilin Province.
