The Research Of Governance Of Rural Public Goods Supply In China

In2013, Chinese economic reform and openness has been implemented more than30years,the national economy still keeps quickly increasing, the urbanization level quickly raise, andeconomic power of the city also quickly strengthen. But the rural economy, as the base ofnational economy, still developed slowly. The disparity between the city and country still beenenlarged. The issues concerning agriculture, countryside and farmers the important problem ofnational economy. The lack of public goods in the village is the main reason of "three RuralIssues". Now, the short supply of village public goods have become a great obstacle for continuedeveloping of the rural economy and society.This paper will analyze the supply of rural public goods from the point of view of PublicGovernance. Governance is a kind of new management mode for public goods, including:demand, supply, maintenance and management, and other content. This paper only analyzesupply, so called " rural public goods supply governance". After the reform of tax and fee, thegovernance of rural public goods has been turned from the single center to multicenter. Thegovernment, village community (village committee), third section and the enterprise in themarket, all of them can be suppliers. But, the current system of polycentric governance exist a lotof problems. This paper will use the theory of polycentric governance, and combine with thepublic goods theory, by means of the description of the present situation of the rural public goodshave been governed, point out the problems existed. And focus on the analysis of the cooperationbetween the suppliers. Pointed out that the causes of the problems is not management mode ofgovernance mechanism center and China’s current big government and small society realizecompatibility, and relatively vulnerable farmers social status, rural land system, and the no fairgame in the suppliers. So, the key to solve the problems is construct a reasonable public goodsgovernance mechanism, based in China’s rural areas and the conditions of the existing system,and structuring a fair game system. Based on the analysis of theory and reality, this paper designsa governance model, which controls within the system and outside the system. This model isbased on the multi-level governance theory and the polycentric governance theory. The operationof this model can ensure the rationality of responsibilities and the possibility of cooperation ofthe suppliers. By the patterns of responsibilities and cooperation between the inside and outsideof the system, use the fair game of suppliers to get the balance, to choose the governance mode, and realize the effective governance of rural public goods. So this can also provide a strongfoundation for the new rural construction in China.
