Rural power grid upgrading is an inevitable choice for sustainable development of rural power grids. Since the implementation of rural grid upgrading program, the reform of rural power management system and urban and rural electricity pricing with nets in1998, electric power network composition in rural areas of our country and the power supply reliability has been improved greatly. As the development of rural power grid, a lot of new problems have emerged, such as lack of supply capacity, aging equipment, and incompatible with the new technical requirements. Therefore, during the "12th five-year plan" period, China will launch a new round of rural grid network upgrading projects, strengthen rural power infrastructure construction, meet the electricity need for farmers’ living and agricultural production, so as to improve the rural people’s livelihood and narrow the gap between the urban and rural public utilities. The new round of rural grid network upgrading projects has the characteristics of large funding, a high level of technical equipment, a wide range of influence, and deeper structural reform. Therefore, it is necessary to make scientific evaluation for rural grid network upgrading projects, to learn lessons and identify the problems, so as to continuously improve and perfect the rural grid network upgrading work, and guarantee for this important project for the benefit of the people. For the evaluation of investment value of rural grid network upgrading, more evaluation are based on electricity technical indicators and focus on professional evaluation to business indicators. So the researches on fulfilling social responsibilities and increasing social benefits needed to be improved. With the above background and problems, by using the view of cost-benefit analysis, this paper builds index system of costs and benefits of rural grid network upgrading at the features of the new round of rural grid network upgrading project. On this basis, this paper uses the Analytical Hierarchy Process (AHP) to make comprehensive evaluation of costs and benefits of rural grid network upgrading and take the Bincheng power-supply company as an example for verification. This paper has made an active exploration for the quantitative evaluation of social benefits of rural grid network upgrading project, applied it to the identification and estimation of the costs and benefits in the investment appraisal. In the use of a method combining quantitative and qualitative indicators, it aims to provide scientific decision making basis for the rural grid network upgrading project, and promote the rural network upgrading works to be carried out more scientifically and reasonably.
