Bonded zones of our country officially started to set upin the beginning of the90’s,until now there are15Bonded zonesin our country altogether.After several years’development,the bonded zones played the very important roles in connectingthe domestic and the oversea markets, promoting theinternational trade, introducing the funds and technologies,leading the port industry development and so on.However, withthe integration of the world economy and the deepening openingof our country to the outside world,specially,after our countryentering the World Trade Organization.The bonded zones arefacing the big challenges for further development. Since thereare congenital deficiency, flaw legislation, fuzzylocalization,they own the bottleneck restriction for furtherdevelopment,they are showing the stern and prominent questionsday by day, for example,the limited functions、the manifold principle、the separation of the port and the zones and theimpediment of supervision and management. How to cope withthese challenges and the questions. As the bridgehead ofparticipation in the international competition and theconvergence point of the domestic and the international market,how should bonded zones connect the trail with the world economyrapidly and safely? These are the questions we should soluteurgently in the current to further open to the outside world.This paper first has carried on the review on the world freetrade zones’development evolution, summarized the successfuloperation experience and theirs characters,and then discussedthe free trade zones’influence on the world economy and thetrend of theirs development. Then through analyzing the Chinabonded zones’current conditions,on the basis of profoundunderstanding of the bonded zones,by drawing on the successfulexperience of the world free trade zones,the paper has proventhe feasibility and the necessity of our country’s bondedzones’transition to free trade zones,and come to theconclusion:our bonded zones must transform into free tradezones,and proposed the transition target patterns: insideboundary but outside Customs,opened to a certain extent; ledby the logistics service with other comprehensive services; interacted with ports,developed harmoniously;led centrallyand managed by the site governments.Finally the paper proposedthe path choice by which our bonded zones’transition to thetarget patterns,namely in the management pattern,the bondedzones should be clearly located “inside boundary but outsideCustoms”. developing the international logistics positively,implementing the combination of the zones and the ports,enhancing the construction of legislation and the reform ofmanagement frame, giving more preferential policies.
