Research On Our Country's Bonded Zone's Transition To Free Trade Zone

Bonded zones of our country officially started to set up in the beginning of the 90's, until now there are 15 Bonded zones in our country altogether. After several years'development, the bonded zones played the very important roles in connecting the domestic and the oversea markets, promoting the international trade, introducing the funds and technologies, leading the port industry development and so on. However, with the integration of the world economy and the deepening opening of our country to the outside world, specially after our country's entering the World Trade Organization, our country's bonded zones are facing the big challenges for further development. Since there are congenital deficiency,flaw legislation,fuzzy localization, they own the bottleneck restriction for further development, they are showing the stern and prominent questions day by day, for example, the limited functions,the manifold principle,the separation of the port and the zones and the impediment of supervision and management. How to cope with these challenges and the questions? As the bridgehead of participation in the international competition and the convergence point of the domestic and the international market, how should bonded zones connect the trail with the world economy rapidly and safely? These are the questions we should solute urgently in the current to further open to the outside world. This paper first has carried on the review on the world free trade zones' development evolution, summarized the successful operation experience and theirs characters, and then discussed the free trade zones'influence on the world economy and the trend of theirs development. Then through analyzing the China's bonded zones'current conditions, on the basis of profound understanding of the bonded zones, by drawing on the successful experience of the world free trade zones, the paper has proven the feasibility and the necessity of our country's bonded zones'transition to free trade zones, and come to the conclusion: our bonded zones must belong to"the orthodox school"——to transform into free trade zones, and proposed the transition target patterns: inside boundary but outside Customs, opened to a certain extent; led by the logistics service with other comprehensive services; interacted with ports, developed harmoniously; led centrally and managed by the site governments. Finally the paper proposed the path choice by which our bonded zones'transition to the target patterns, namely in the management pattern, the bonded zones should be clearly located"inside boundary but outside Customs"; developing the international logistics positively; implementing the combination of the zones and the ports; enhancing the construction of legislation and the reform of management frame; giving more preferential policies. And in the end the paper carried out the empirical analysis on the experimental unit with the help of the statistic software.
