The ability of scientific and technological innovation has become an important standard to measure a city’s comprehensive strength. The competition of modern cities is increasingly concentrating in the competition of the capability of S&T innovation, and innovation has not only become an important internal driving force to promote urban economic development, but it’s also gradually developing into an important urban function. As two largest cities in China, Beijing and Shanghai are charged with the historical mission of building socialist modern international metropolis, but these goals may be hard to realize without the promotion and support from the technological innovation. By the investigation of the development law of New York, London, Tokyo and other well-known global cities, it’s not difficult to find the construction of the international economic center is not just expanding the city’s size and the total economy constantly, but it’s more important to continue to raise the city’s innovation function. So positioning the S&T innovation in the function of Beijing and Shanghai is better for them to play the cities’comprehensive functions.Basing on the theories of urban economic elements and urban functions, this paper addresses the relationships among the urban function, S&T innovation and innovative city construction. And a new concept, content and characteristics of urban function on science and technological innovation are introduced. Then this paper focuses on urban scientific and technological activities on two aspects (the basic part and the non-basic part), and designs an evaluation index of urban function on S&T innovation. Finally, the definition on S&T innovative city and initial determining standard are proposed.The evaluation results of the S&T innovative functions of Beijing and Shanghai show that:although the capabilities of technological innovation of Beijing and Shanghai develop in recent years, they still don’t meet the minimum functional requirements of S&T innovation city, and there are large distances to become S&T innovative cities. The overall performance of S&T innovative functions of Shanghai is better than Beijing; Shanghai input less the S&T innovation resources, but its output is more effective. In particular, the basic part of Shanghai develops rapid, which shows its external radiation and level of service of technological innovation is higher than Beijing. Beijing and Shanghai are still manufacturing-based cities, and the dominant position of the S&T innovative functions are not obvious comparing with other urban functions. The S&T innovation capabilities of Beijing and Shanghai are vulnerable from the impact of the international environment, which is because most of the S&T innovation activities of Beijing and Shanghai are still in the low-end technology services market position, and lack of core technology and original innovation causes that their S&T innovation capabilities are still develop in relatively unstable state. At present, the two cities are at a critical moment of the functional development of S&T innovation, and they also subject to the intense competition from other cities at home and abroad, so the development of their technological innovation capabilities faces great challenges.This paper is attached to2011Shanghai Soft Science Key Project of Science and Technology Development Fund" Shanghai’s S&T innovation function position and development path research during urban development"(ID:11692100700). According to the above analysis, aiming at the problems and tasks of S&T innovative features of Beijing and Shanghai, this article designs the measures to enhance the development of the two cities’ S&T innovative features from the following three aspects:(1)to construct a number of high-quality scientific and technological innovation talents;(2)to encourage local enterprises to carry out technological innovation activities positively;(3)to optimize urban S&T innovation environment.
