In the future network, with the continuing evolution of mobile communication technology and wireless accessing technology, current mobile terminal are highly flexible. They can select different types of networks, using different service providers to meet the business needs and the price of different users. Also, many new wireless accessing technologies have appeared. They are mutual confluent and complementary with each other. Each has its lengths in coverage, delay, QoS, etc. There is no any wireless network can meet all the needs of users. How to make users always select the optimal network to access so that the radio resources of network can be fully utilized is a major problem we face and also a hotspot in network integration field.Thus we can see the pros and cons of network selection strategy have a very significant impact in resource allocation of heterogeneous wireless network. In the past2G or3G network, the link quality is the main judge index of network switching. The starting point is how to keep the system load balance and maintaining the current physical connection of system. Factors to be considered are relatively simple. In the next generation heterogeneous networks, as the diversity of optional accessing network, the switching judgment cannot just based on one factor, but also need to integrate multiple factors to consider overall. In response to this change, this paper comes up with a multi-attribute judgment selection strategy for heterogeneous wireless network which can select the optimal accessing network for the user by considering multiple judgment factors and compromising user’s business needs reasonably.Firstly, the paper expounds the current research situation of heterogeneous wireless network selection strategy, research background and significance. And then specifically analyze the two selection strategies which are going to be used. In order to improve heterogeneous wireless network resource utilization effectively, this paper presents a dynamic multi-attribute accessing algorithm based on fuzzy analytic hierarchy process and gray relational analysis. The algorithm firstly establish a decision-making weights model in accordance with the3GPP organization’s requirements for each type of mobile network services, and then use the FAHP to get the weights for every decision metric factor. Finally combine different wireless accessing networks’objective parameters and then use GRA to select the optimal network to access. In this way, the network selection judgment is turned into a multi-attribute selection judgment. Simulation results show that compared to the previous network selection strategy, the new strategy can consider the various parameters and ensure optimal network accessing. At the same time, it can effectively improve the utilization of the network, saving time when a matrix is built and the storage which is used to store the matrix.
