With the rapid development of the scale of university research, scientific data, increasingly large, the traditional means of office software, stand-alone version of the MIS system and a simple WEB site for scientific data management methods can not meet the current scientific data for efficient management, highly shared needs, because these management models and methods are merely scientific data is a simple storage and release, can not be a lot of research and scientific data as well as statistical information about the data shared with other subsystems, thus resulting in a "information island "problem. At present there are still many colleges and universities use Excel and other Office software or simply a lot of research MIS system information collection, storage, gathering and processing. While the ordinary scientific MIS system exists low degree of automation, single function, and data exists in multiple copies of different departments and other issues, has seriously hampered the standardization of university research project management and quality of development, on the one hand to increase the research and management staff volume, on the other hand may cause data inconsistencies research and scientific information has only been mastered by research management and other systems can not share data.At first, this paper according to the characteristics of scientific management and the B/S and C/S structure their advantages and disadvantages, the use of the B/S and C/S hybrid architecture combining patterns, on the one hand to ensure system functionality and ease of use on the other hand will require higher privilege operations deployed as desktop applications, to a certain extent, protect the security of the system. The main functions of the system include: scientific research management, scientific research management, user management, role management, report management system, research funds management and system maintenance etc.Then, according to the traditional MIS systems research management shortcomings to use WEB Service technology to achieve high cohesion and low coupling software system construction scheme, the maximum extent to achieve the relevant scientific data sharing between systems in order to improve the system scalability and integration. And in the transmission of information via the SOAP protocol header information passed WEB services authorized access authentication credentials to achieve each WEB WEB service users and different methods of correspondence between.
