The election is a generally accepted rule of procedure, which is an activity of electing representatives and responsible. China is a country for the purpose to democracy and the realization of democracy depends on elections. The main purpose of the election is to select to talent. From ancient times, talents for a country are very valuable. The standard for the selection is different, but they are embodied in the form of elections. So for a country election is a very important political event. With the rapid development of various technologies, the traditional way has been unable to meet the needs of the election in today’s society. Elections in the course of history have been two centuries, and the development appears to a lot of types of electoral tools.The earliest election tool is artificial tellers and men record and count ballot. Although this method is time consuming and laborious, it experiences a long period of time. Later, the advent of electronic election solves the shortcomings of human tellers in a certain extent, which is saving human and material resources. However, this approach has no ticket stub and the pre-wiring is complexity and high cost. It makes its development has been limited. Currently electoral tool is commonly used to identify the machine and smart box, which is the use of optical scanning technology to scan the. But afterwards in this election the ballot not only requires a fixed format, but also electoral system can’t handle ballot positive and negative situations. The ballot should be put on in the correct way. Therefore a more advanced system in the electoral vote count should appear.Election counting system described in this paper is based on computer technology and image processing technology. It combines modern computer resources and OCR technology and it uses the TWAIN protocol which not only makes the format of the ballot various, but also makes delivery method unrestricted. We do not need to pay attention to both sides of the ballot and the positive direction. And TWAIN technology achieves a simple communications between election software and image devices. It solves the users cause for manufacturers of all kinds of trouble in replacing the software or system upgrades. Meanwhile the election vote counting system described in this article can identify some of the handwritten symbols and make accurate judgments on these handwritten symbols. Finally, it can result statistics.The system uses a star topology. As the center, the election vote counting system rationally arranges resources to each scanner, which improves the speed of the ballot scanning. After scanning the ballot image, then gray, binarization, noise reduction technology, normalized, swelling, thinning preprocessing operation, line detection on the form of the ballot, locating the table, determining positive and negative and the positive direction. On this basis, the system gives its discriminating manner, for example, the number of horizontal lines, margins, the location of black lines and text. The system uses a feature extraction symbol recognition technology, analyzes the characteristics of each handwritten symbols, selects the appropriate decision-making and determines the meaning of handwritten symbols and finally statistics the results.In short, the system is a new election ballot counting system which can recognize ballot and determine the positive direction and the side of ballot. Its appearance is the inevitable result of social development.
