Survey and design is avery important phase of the implementation of communication construction project,design quality is an important factor to affect the project schedule, cost and safety.This requires that the designer is not only technically better and to establish andperfect the system to regulate the quality of documents. Quality management isdesigned to establish a quality policy and implement all the functions of the qualitypolicy and the contents of the work, a series of work and to evaluate and improve theeffects of its work, is to ensure that the project design quality meet the design contract,regulations, norms, standards and other requirements adopted a series of measures,ways and means. With the promotion of3G, data service has become the main drivingforce to promote a new round of growth of the telecommunications industry, andbusiness support system is typical of the traditional data services. Business supportsystem projects are large in scale, the overall investment high, professional, is thebasic security of mobile network, business support quality design system of efficiencyis important to improve the mobile billing of real-time, accuracy, customer service,can bring the social prestige and economic benefits to the enterprise.In this paper, the just completed in Jilin mobile business operation supportsystem design project as an example, based on the current status of qualitymanagement to fully understand and describe the problem using analysis of qualityrelated project arrangement diagram method, so as to explore the creation of qualitymanagement system to solve the quality management problem. Through the implementation of the quality plan, quality assurance, quality control activities toexplore the establishment of quality management system. The quality plan includesthe division of interface and range constraints, system interface design, including thequality assurance process standardization, survey work instruction template system,supervision, assessment of document delivery service, and other quality assurancemeasures, quality control mainly includes the ex ante quality control, quality control,after the main activities in quality control, change control program. In qualitymanagement activities of quality management application are analyzed, and therelevant theories of quality management as the basis, and lays the foundation for theapplication of project design quality.
