In information technology, the rapid development of computer network technology today,China’s reform and opening up has entered the third stage, in order to adapt to the new trend ofeconomic globalization, our party must strengthen the pace of internationalization, informationtechnology, and promote domestic and international each elements of freedom, orderly flow,accelerating the development of participation and cooperation in international economiccompetition leading new advantages, do party work and striving for excellence mass line ofwork, pure party members to address the " four winds " outstanding issues, improve party workmanagement scientific, information level, the first implementation of science and technology ofthe party, rejuvenating strategy to achieve the great rejuvenation of the Chinese nation dream.Colleges and universities is the main land to develop the party member troop construction, aparty to the international development of the "bridgehead", has a solid scientific and technicalsupport, is an important representative of the advanced nature of party members, thus speedingup college party information management, raise the level of college party managementinformation of great importance.College party affairs management mainly to members of the organization development as thecenter of development, and the party organization’s development process as the main line, the universityparty affairs information management system based on the actual business management as the prototype,abstraction, generalization, and finally highly integrated to improve management efficiencyparty work, so college party information management system is a treatment process-orientedbusiness processes.Heihe college party information management system to party management of HeiheCollege as a prototype, based on transaction size of Heihe College party management, featuresand today’s MIS development mainstream technology, the use of B/S architecture design, frontmainly used C#language development, background in2000to manage the database SQLServer, to achieve the party applications personnel, activists, development objects, ready toparty, party, party organization agency information management, information, membershipdues revenue and expenditure, the statistical report generation party work on the work of theparty links in the effective management to enhance the degree of party information disclosureand improve the efficiency and level of party affairs management. To increase the security and reliability of the system, the system uses a role-based accesscontrol technology, organizational processes in different stages of development, the use ofdifferent roles and user permissions, to ensure that no unauthorized user access; administratorinto university administrators and department-level administrators, other system users areassigned specific permissions, which advantageously ensure the reliability of the data. Systemtaking into account the needs of a variety of party work report, report generation capabilitiesprovide a party with "direct integration","summary","straight" and other generation methods,both need to be automatically generated according to the administrator, the administrator canmanually fill data to achieve a standardized report format uniform requirements. Currentlyparty information management systems during operation received good results, but due to timeconstraints the individual level, the system also has some disadvantages, should be furtherimproved.This paper introduces the background and significance of the topic of current research areanalyzed, then briefly describes the key development technology systems, then the systemneeds to work according to the needs of Heihe party information management institute analysis,design and implementation of system development process was complete description of thesystem design, the design focus, technical difficulties and solutions focus on interpretation, thefinal evaluation of the system summary.
