Land is one of the bases of human existence, upon which our nation and people’s livelihood relies. Nevertheless, the contradiction between farmland protection and construction land demand is increasingly prominent during the process of rapid modernization and urbanization in China. The lack of scientific and effective constraints lead to a series of problems in rural residential area, including disorderly expansion, unreasonable distribution and poor infrastructure, which seriously affect the production and living environment of rural residents and reduce the intensive utilization of land. New countryside construction is an important task put forward by the Communist Party of China in a new social stage, which provides a good opportunity for improving living conditions in rural areas, alleviating the imbalance between supply and demand in construction land, and speeding up the process of urbanization. As new countryside construction goes deeper, the traditional file-based management mode in new countryside construction land management is obsolete for the present management requirement. So the GIS-based new countryside construction land management system will become an important part of land management informationization. Taking the advantage of GIS as a primary means to manage the information of new countryside construction can improve the efficiency of land information management. It not only can realize land data update and maintenance accurately and timely, but also can provide the technical support for planning and supervision of new countryside construction.Referring to the features and the management processes of new countryside construction land data, this thesis completes the design and optimization of the new countryside construction land data structure, and then implements data quality control. In order to facilitate data management, analysis and display, the data of new countryside construction project is divided into three parts in this thesis, which includes data of basic situation of project, data of project implementation and data of project acceptance, on the basis of construction management process. And each section is further divided into the project attribute data and plots data, respectively. New countryside construction land data has many attribute fields, and there are many constrained relations between those fields, moreover, the spatial data require a higher accuracy, so the land data acquisition and entry is an error-prone process. In order to avoid larger deviation in new countryside construction land date management and analysis which impact by poor data quality, it must establish the quality control and calibration system on the process of data entry.This thesis designs a framework for GIS-based new countryside construction land management system, and introduce the entire program from many parts in detail, such as the data structure, the system structure and functions realization. And then, this thesis discussed the technology that plays important roles in the system function module realization. All this studies are based on the research about design and development of land information systems and rural residential land consolidation, at the same time combining with the new countryside construction land management demands. The new countryside construction land management system uses Oracle Spatial as the spatial data engine, and applies Skyline to the3D GIS platform. This system is developed by Visual C#. NET language and use component GIS development mode, finally achieves functions like verification of data entry, statistics and query,3D display, decision support and other aspects about the new countryside construction land management. At the end of this thesis, the new countryside construction land management system is applied to Hebei Province, and the results prove out that the system has achieved good outcome in new countryside construction land management with3D visualization. It proves that this system is a better solution of new countryside construction land management.
