The use of stealth technology, especially the emergence of stealth aircraft, has shown great power in the local wars in recent times, which use on the battlefield breaking the original balance of offensive and defensive war strategy. Taking into account our anti-aircraft defense security needs, the research on the steath target is necessary. But to study anti-stealth of stealth target will be a challenging task, at the same time the stealth target detecting and tracking will be also faced with many difficulties. For the measurement information from single sensor or multiple sensors with the same system is often not effective for locating and tracking, which is difficult to meet the needs of air defense. With the increasingly harsh battlefield environment in the future, the radar system which relies on advanced computer technology and consists of radar network working in different bands of radar will be an important way to deal with stealth target. Meanwhile, the multi-sensor target tracking technology is regarded as a typical application example for information fusion technology in target tracking field. Considering that it can convert a plurality of sensor data fusion, and the motion state of the target are estimated effectively, and thus it can also produce more than a single sensor better tracking performance of the technology’s characteristics and advantages.Therefore, the radar network system which constitutes by multi-band radars collects the data for stealth target, and then the multi-sensor information fusion technology for data processing will be an effective means to detect and track stealth target.This paper mainly studie s the data fusion processing and target tracking problem to cope with the steath target with multi-band radar networking system, and taking into account the relative scarcity of radar network resources and radar network systems survivability, a preliminary study of the management and allocation of radar network resources was done. The main contents of the thesis are as follows:(1) Outlines the basic theoretical research needs to use, including the commonly used target motion models with their application and the commonly used filtering algorithms and their characteristics.(2) To reflect the target’s stealthy, and to try to reflect the target of the stealth characteristics, gives several angles (azimuth angle, heading angle and direction angle) and their calculation methods and the mathematical relationship between them, and then simple curve method and least square method for fitting typical stealth target radar cross section(RCS) was conducted a approximate fit respectively, while the related stealth target detection probability(Pd) were calculated.(3) In order to evaluate the netted radar anti-stealth effect, define or give some performance indicators for evaluating the performance of detecting and tracking, including time statistical indicators, position statistical indicators and detection probability statistical indicators.(4) There were studied the detecting and tracking of networking radar of non-motorized stealth target and maneuvering stealth target, and correspondingly put forward different filtering algorithm in discontinuous detect stealth target case, at the same time, the corresponding data processing and filtering structure flowchart were given, finally the analysis and verification of the simulation results show the effectiveness and feasibility of the two corresponding design ideas and processing algorithms.(5) Aiming at netted radar network resources are relatively limited and scarce, as well as taking into account the survivability problem of netted radar system, a preliminary study was conducted on the sensor resource management problems of multi-band radar net, and then given a centralized sensor resource management algorithm based on covariance control and multiple sensor interactive multiple model(IMM) algorithm based on covariance control, and also simulation and analysis were carried out, which show the effectiveness of the two kinds of corresponding algorithms.
