The Hunan Province Land and Resources Charge Management InformationSystem is designed to assist the Department of Land and Resources of Hunan Provinceon the subjects of charging and managing the land and natural resources. The primaryfunction of the system is the informatization of financial management in the Departmentof Land and Resources. By complete such informatization, Department of Land andResources will receive a significantly improvement on their financial managementefficiency, and a notable acceleration on approval rate of the land and resources. Thesystem will also apply a centralized management on the land and resource financialwithin the province, and provide a more appropriate allocation. By ending the oldmanually decentralized management methods, the Department will not only economizethe management costs, but also simplify the procedures. A more open, more equal, andmore transparence financial management system will benefit beyond more workefficiency and eventually reach the goal of less time, less labor, and less cost.Following the current rules and regulations, six modules are designed separatelyfor a more efficiently application. The modules are land and resources chargemanagement, mining rights charge management, integrated charge management,charging policy management, basic information management and personal informationmanagement. This modularization design will provides a information managementplatform with better speed, better conveniency, better function, better systematization.The system uses Visual Studio2005and SQL Server2005development platform,and adopted B/S software architecture. The key technical issues are addressed throughthe design of major core modules, such as system security mechanism, special designeduser authentication and authorization function, charge management function module anddatabase design and reports generation function design. This thesis will also shows thatthe system core modules and its key technical issues have all been tested by the projectteam members, and the thesis will present that test results have clearly show that thesystem development has reached the expected requirement.
