Design And Implementation Of Minimum Living Information Management System Based On C/S Technology

In recent years, with the rapid development of China’s economical society, especiallysince the establishment of the idea of people-centered scientific concept of developmentand the construction of promoting socialist harmonious society, the concern for those whoare in financial difficulties has been increasing more and more by the Party, the country aswell as the whole society. Policies and measures of protecting minimum living and othersupporting policies have been introduced, which also boost the rapid development ofminimum living standard. In order to speed up the construction of the management of oururban residents’ minimum living standard, and improve the management level of promotingurban residents’ minimum living standardization. Our city established a developmentproject of management system for urban residents’ minimum living information. Theproject is an important and urgent task for standardizing and improving the urban residents’minimum living standard.“Minimum Living Information Management” in this thesis cameinto being from this background.This thesis is based on the full research of13street district offices,88problems of poorpeople’s difficulties in medical care, housing and children’s schooling, as well as theproblem that there are a lot of poor resident military families in Zhenxing District. Thethesis proposed an information management system of urban minimum living guaranteewhich is based on C/S frame technology. We complete the model of system function andthe design of system database by a comprehensive and detailed research and analysis offunctional requirements, combined with the actual demands of current management ofmilitary officers’ families, and together with the district government’s provisions ofminimum living standard and the related process, achieving the following14modules inthe design and development.1．The basic situation of the object of protection module2．The basic situation of the family members module3．The basic situation of the dependents module4．Outpatient and hospital aid module5．Security payments standard module 6．Data backup recovery module7．Data update module8．Client function module9．Client data tracking module10．Summary of data query module11．Health insurance program module12．Log management module13．Data output and input module14．The track of the receival of security payments moduleThe development and completion of the modules above almost achieved the originalgoal of system development. It enables the management of minimum living standard toinformationize, and internetize the network operation. In this way, we solved the problemof the blindness in managements, minimized the waste in human power, material resourcesand financial resources as well, improving the science in dealing with the affairs ofminimum living standard and also increasing the efficiency of micro-management.C/S framework is a software system architecture based on Local Area Network. It canbring the processing of customers’ PC into full play, and a lot of work could be submittedto the server after client-side processing. The related advantage is a faster client response.Before the development of the software, therefore, I did a full research and management ofour district government’s set up of the network facilities and the hardware configuration. Italmost meets the requirements for the software and the hardware as well. That is,1．Lighter running load of the application server2．Clearer management of data storageThis system is based on TCP/IP technology, using the C/S framework, application ofComputer Network, Computer Control, Database and the like, in order to achieve the goalof urban minimum living management modernization, intelligent software andinfomationization of statistics summary. The overall structure of the system is divided into4layers, the top layer is the application one, which decides the main functions of thesystem, including the management subsystem of the basic information about people whoreceive the minimum living standard, the subsystem of Outpatient and hospital aidmanagement, the subsystem of the track of client management, data maintenance subsystem,the track of the receival of security payments subsystem and the like, together, there are10 functional modules. The second layer is development platform, which is mainly about thedatabase in the backstage and the development tools in the front stage. The third layer is theoperating system, including the operating system of the clients’ PC and the networkoperating system. The bottom layer is hardware layer, including the facilities like PC,server and network hardware. The development tool in the front stage is DELPHI, on theother hand, SQL Server2000is adopted in the back stage database. The operating systemof PC uses Windows Server/Windows XP. Based on a deep study on encryption anddecryption of database, this thesis has a certain study and application for encryption anddecryption of SQLSServer2000database.In the large context of the construction of national E-government, it is an inevitabletrend for the development of minimum living standard to use the approach to informationmanagement in the near future. While boosting the construction of information society, weshould take the E-government as a breakthrough, make it as a leader, in this way, we canpromote the development of enterprises and the whole society. The constant strength ofE-government on economical society as well as the enhance of the recognition from thepublic will provide a good environment for the set up of minimum living informationsystem. This thesis is on the basis of a full research of13street district offices in ZhenxingDistrict,88specific business processes in the community. It almost achieved the initial goal:Firstly, we should ensure the minimum living standard to cover both the city and thecountryside. The state decided to establish a rural minimum living standard security systemacross China, which promoted the coordinated development of urban and rural. Secondly,the minimum living standard will extend from basic living assistance to social assistance. Inorder to solve the problems of poor people’s difficulties in medical care, housing andchildren’s schooling, the state has established a relief system about poor people’s medicalcare, education, and housing, which formed a core system of minimum living standard.Lastly, the management of minimum living standard changed from traditional, singleadministration to a diversity of administration, law and technology.
