With the rapid development of electric utility industry, electrical energy is more than essential for people’s lives. Now many electricity suppliers focus on providing more convenient ways to pay fee so as to offer high quality services. Recently, with the quick expansion of computer science, the processing performance of mobile intelligent terminal has undergone a qualitative change. More and more people are used to handling the day-to-day operations on mobile terminals. As a result, it is an inevitable trend of developing embedded mobile fee-paying terminals. However, mobile fee-paying terminals, similar to normal intelligent terminals, are facing various attacks. Due to handling security-sensitive operation, this is a matter of prime importance to design a secure system architecture for mobile fee-paying terminals in order to improve the system safety barriers and guarantee safety of business transactions.Although there are many security-enhanced hardware architecture designs for mobile terminals at present, it is better for mobile fee-paying terminals to build chain of trust proposed by TCG because of its unitary application. Taking into account that the mobile fee-paying terminals deal with single service, this paper makes use of digital signature authentication technology to achieve chain of trust, without increasing the security chip in the premise.This not only greatly enhance the level of security of the system and reduce production costs, more conducive to the promotion of secure mobile fee-paying terminals. Also, this paper designs mobile fee-paying monitor system to manage payment business and enhance system security, which protects the integrity of network transmission in the same way.
