This paper discusses the non-taxy income information management system of Suzhou Branch Bank of SDPB. This system belongs to commercial bank’s intermediary business and its’goal is to enhance efficiency and fairness of finance fund management.The development and implementation of this system is substantially valuable to enhance the commercial bank’s capability to obtain income from riskless business and solidate its marketing competitive position and advantages. This paper discusses the system’s demand analysis, system design, implementation and testing from the view of software development. In demand analysis, it focuses on discussing the system’s basic business processing flow, balance of account processing flow and transfer payment processing flow, and also gives some user case modules. In software design, aiming at data management design scenario, basic business flow, balance of account processing flow and transfer payment processing flow, it discusses detailed processing procedure, data structure and processing procedure of the business processing protocol. Furthermore, it amply discusses the system’s encryption keys management and refreshing method for external information system data exchange, including protocol mechanism and data structure. As for system implementation, it amply discusses the system’s network arrangement and security strategy configuration, main programming code for front-end and server end, data communication encryption code refreshing procedure and the software’s testing procedure.This system is developed based on Java, uses DB2V9as its database platform. The system’s overall program has passed testing. It’s stable, reliable and achieves its anticipated function targets.
